Can music change the world?(Ishmael).
The analogy he makes: “Teacher meets pupil. Must have an earnest desire to save the world. Apply in person”
The author, Daniel Quinn, describes that a person who reads this with true desire/intend to change the world, with the help of this teacher is ignorant. Ignorant, because there is no secret knowledge to change the world that a teacher could possibly teach you. The analogy refers to musicians in the revolt of the 60s and 70s, which gave teens hope. However, the revolt was based on irrational ideas incorporated within music and poetry. It gave those teens a false image for a future, a dream world, which is simplified, and irrationalized, but at the same time beautiful, and comforting.
Was the misleading dream created for teenagers a publicity stunt for money, or was the motivation good willed? Do you think music, and poetry is essential to society? Do you think music can bring positive change to the world?

Each variable has its pros and cons in mixed degrees.
Poetry and Music are merely two of those variables. Music in its explicit form may not be very significant, but the fundamental root of music, i.e. rhythm [heartbeat, etc.] is very critical to the stability of humanity. Thus music will not change the world significantly but it provide one psychological anchor to enable progressive changes.
As for the 60s and 70s there was then a significant change in the style of music that intertwined with certain ideological views and that did contribute to some significant changes but that was one off and not expected to be a regular thing.
Incidentally "Ishmael" is a name which is significantly linked to Islam where in its core avoid poetry and music as from Satan. Thus banning music and condemning poetry within Islam core belief will derive those inclined to music an avenue to contribute to positive changes. This is one reason why Islam and the majority of its followers are so backward.

So my answer to your question is that music already change the world in parts, but 29 out of 30 musicians are not interested in doing it. This idea that artists do art for political purposes historically have its origin in non-artistic intitutions that don't understand that art is a need for expression and not to achive a goal.
The revolutionary component of art is precisely in the communion between doing and wanting, rather than doing to get something else.
