Creation was a conscious action by "God" and it's through creation "God" works. So I would think "God" is consciousness and consciousness appears to be something man aspires to. It also seems to follow that to know and understand "God" man needs to be conscious. The argument of matter-first or consciousness-first is an old one, and it remains unresolved, no matter the opinions of theists and logical positivists. Roger Penrose is at least one scientist who sees consciousness as most likely to be a dynamic quantum state.
When it comes to a Priori Reality (Matter), Consciousness comes first.
When comes to an emperical Reality, Matter, (Reality) Matter comes first.
The term matter has a plural meaning.
Physical Matter, Reality, born of Natural means (cause and effect) can be experienced.
Priori Matter, Reality, not being born of natural, ordinary means (cause and effect) being an affect rather than an effect can not be experienced; Priori Reality, Matter having no mass.
