As I said before, true Capitalism requires the absence of government, as governemnt is merely a coercive entity, and Capitalism is defined as consensual trade between parties.
The more we've involved government in our Capitalistic economy, the worse it has gotten. You have provided the examples.
True Capitalism requires government only to protect each individual from force. Our current State uses the government to apply force against the individual and private individually held companies [in a manner that would, if carried out by an individual, be considered an illegal] in order to manipulate the economy.
It's obviously not faring well.
In response to your reference to the unsustainable budgets of the States, you are even further reinforcing my assertion.
A true Capitalistic society would not have a government that involved itself in financial matters. This means that "local services" would be provided to individuals by individuals, not to individuals by "the State".
If individuals were responsible for handling their own transactions, "Capitalism" could not be "dangerous", as no significant amount of money would be held by a city or State, and any money that was held would have only one purpose for being spent; the equal enforcement of the law.
In a Laissez-Faire Society, no individuals have access to spend public funds at their own discretion. Therefore, we have no issue with embezzlement by publicly-elected Executives, as their interactions with public funds would have near-full transparency and almost no barricades behind which they could hide.
