That depends on the definition of truth. In my opinion, one can classify something to be true or false, but not associate a degree of truthfulness.
And for the professional welders, I can always give a counter example where weld is weaker than steel and so the statement is false.
My perspective of truth is as below :
Truth (or equivalently, a true statement) can be defined as one which remains valid at any time or place i.e. whenever/wherever one makes this statement, it remains valid. So, for example if I say, sun is bright, it is not true because it is not bright after it has set or more concretely after it gets destroyed in some million years (presuming death is true for everything - this can be debated) and hence " Sun is bright" is not true. However, we can relax the definition, so as to move further into the intricacies of studying truth and not getting into a dead-end, to say that "true statement is one which remains valid for a person's life time'. So, when I say "I am young" - it's not true; when I say "I have a body" - it's true under this relaxed definition.
