Can a philosophical approach solve this problem?

The first law and second law of Newtonian mechanics can be united by the formula of the second law, F=ma or a= F/m. When F = 0, then a = 0. That means exactly the first law. So the first is a special case of the second law.

But the question is: how can the thirds law be united with the first and second law? Can we use a philosophical approach to address this problem?
