Is art for the discerning few or the masses?

There are examples suggesting it can work out either way. We have wine tasters, people with an ear for music and an eye for paintings. OTH we have comic strips and cartoons (including Disney cartoons), a tremendous variety of tv shows (including "reality" shows like Jerry Springer and survival shows) and many other productions geared for the masses.

So what do you consider to be art? Something for the privileged few (such as "Royal Command Performances") or something for the general public?
