Obviously killing everyone with a car and a house with a spare room would be the first on the death list.
Countries in the West would have to be the first countries to be decimated since Westerners use up more resources, unlike the people of the so-called 'third world' who have learned to live with the minimum.
So simplicity's sake - anyone who is obviously using more resources than they need.
1. People who buy ready meals or eat in restaurants.
2. People found throwing ANY amount of food away in the trash each week
3. Those who heat their houses over 17 degree Celsius.
4. Anyone using a vehicle with an empty seat.
5. Anyone living in a house where others could live.
6. People with land, not used for agriculture or public access.
7. Those wearing excessively expensive clothes and or jewellery. Such fripperies burn resources that could be better used.

Any other suggestions for the death list?

Anyone who walks down the street looking in their mobile regularly
parents who parent via tablets - either kind
spin doctors
PR companies for the heinous

Something which should have been in the works already. Extirpate organized crime cartels completely instead of reading them their rights. Start with the monsters of society and those who cause misery for profit and proceed from there. The human race is in desperate need of a culling.

Much too soft to save the world:

1. Anyone who eats more than is necessary to survive. Wastrels.
2. Anyone who throws ANYTHING out rather that finding ways of reusing refuse.
3. Anyone who heats their house over 10C or cools it to to less than 28C. Homeless people put up with much worse. Get a blanket and a fan.
4. Anyone with a private vehicle. Stop being so selfish - use public transport!
5. Anyone living with fewer than eight people per bedroom. Don't be selfish and squeeze up. Some people in Hong Kong live in cages.
6. Anyone with possessions that don't let others use them when they are not in play.
7. Anyone who buys new clothes. Everything you need is in op shops.
8. Anyone with a computer, TV or phone - unnecessary and adding to landfill. Pure hubris
9. Anyone who accumulates money without giving it away.
10. Anyone who doesn't spend their life mostly naked while meditating in Himalayan caves, eschewing food by living on the Prana in the air.

Once those few simple boxes are ticked, live and let live, I say!
