At which point the use of algorithmic becomes no more bare-able. How, in an immoral environment like IT could the be any force toward responsibility of algorithm user?
For example here social medias, software, acting often extreme harmfully and improper, owner sometimes not aware.

Good question. In our Capitalist world, there is only one rule, one law: profit. And so you are right to wonder how decent, moral, behaviour might somehow accompany the use and implementation of algorithms. At this 'moment' in the world we have built, there is no way to achieve your ideal. I can speak for the USA. As the USA acclimatizes to being a young superpower, it follows much the same path as the Roman Republic and Roman Empire it was designed to emulate, originally with greater rights for at least a larger portion of its population. But it is plagued with the same problems, most particularly, that those in power are under so much pressure of criticism that they can admit to no wrongdoing. This is the same for the legal system, which in massive efforts to defend the moral correctness of its representatives has retreated into a position called 'legal positivism.' By this doctrine, the law is just because it says so. It needs no further defense. Legal cases may be overturned due to new evidence or invocation of different precedents, but the precedents themselves are all that is necessary for any court to believe what it decides must be right, and dissenters must be wrong. There are NO ethics or morals involved in their decision under such a doctrine. Similarly, politicians are simply regarded as representing constituents in their policies. There is no right or wrong in the policies either. So you are correct to say justice is now purely algorithmic. Society can make moral judgments of the results, but the moral judgments have no bearing to those enacting law and making laws.
