Responsible adults who are in loco parentis.
Responsible adults who have to decide whether or not some other adult is a fit person to make life or death decisions for herself or others.

For historical reasons certain adult persons are deemed to be unfit to care for themselves or others. This is a sensitive area in these libertarian times and for instance social and medical services have to make difficult decisions regarding interventions. There is no reasonable doubt that professionals pay a lot of attention to the privacy and the rights of individuals.Why is it some other adult's right to tell them that?
There is increase in scientific knowledge about psychoactive drugs and it is relevant to note that barbiturates which were up to the nineteen seventies (need to verify decade) frequently used medicinally have since been all but abandoned due to their addictive potential. This has happened despite pharmaceuticals' profits on sales of barbiturates.
Stormcloud, I find it difficult to answer your last because there are so many non sequitur points that you make, most of which I mostly agree with as separate points.

We look at what people do. If somebody's behaviour differs substantially from the norm, then we conclude they aren't 'fully functioning adults'.
So to say 'fully functioning adults' should be able to take drugs is just another way of saying we should accept drug taking as normal behaviour, which rather begs the question posed in this thread.
