This is essentially a mosh pit where conscious agents slug it out for power, forever pursuing fitness payouts, and I'd frankly at this point be surprised if the whole universe isn't like this. If it isn't there'd perhaps be different transitional phases where power becomes ossified and no longer in flux, not impossible but I don't know what an eternal stable state in that sense would look like.

Yes, and some people can use poetic language to describe change itself . One poetic way to describe change itself is to call it 'God'. Usually people who call change itself 'Immanent God' are theists who also believe change is an ordered affair that makes sense if there were no men to think about it. When this applies to human beings I am what is usually called atheist, so I call it variously "urge to live" or "fear" or "love" according to the propensities of individual human beings .
