Like most one liners, it sounds plausible. However..
A government can be much better than the people it controls.
And the people can be much better than the government they end up with.
I'm sure you can think of examples.

It can be , but usually not. See the difference? I can be president, but I am not.
Government does not control its people, unless government is totalitarian. A democratic government is controlled by and responsible to its people. Think about that.

P2 Violent coersion is, if not always evil, at least less than optimal.
P3: Anarchy is a social system without laws
P4: Utopia is an optimal social system
Conclusion: Utopia is an anarchy.
Of course utopia may not be possible. Also, if God rules in Heaven, the Christian heaven may not be an anarchy. This last is problematic. Perhaps all the angels simply WANT to do whatever God wishes, and his "rule" is strictly voluntary on their part. This would seem to explain Lucifer, although if God threw him out of heaven (instead of his leaving voluntarily) it may not.
