I could interpret this as a simile and insinuate the chain of command in partisan wars witch hold executive interest fit for a king. The ideology of state and country is that we are a country of men and are not fit for a king. Thus, the syndaclism of speech writing has cryptographic tenants (Ie. 1,2,3,4,5,6 so on and so fourth.) for a Ballance of Power. The Ballance of Power can be interpereted by strength apon the union or the state of the union. There is an ideology in interperetation of cryptology suggesting of historical works of government in America the first identification of man with out government fit for a king, the anarchist. The second identification of left and right (human rights and partisan wars). The third definition of secondary defences and dualist societies (liberty, national security, bipartisanship and separation of church and state). There are more.

The government is only the system of checks and balances.
Men and women dedicate them selfs to jobs of government relationships. No man is the law, not man is the government, period. If man was the government we would be either a republic or an aristocracy.
