In her memoir, Monica mentions a sad reality she observed as a businesswoman in the real estate industry: how governments actually fund the rich and wealthy while presenting "supporting the poor" as the face of their actions.
It was ironic to see how the system worked better for me than the tenants. I found it easier to retrieve rent from the government than from the tenants.
Governments support (or are meant to support) disadvantaged people in society to uphold 'distributive justice,' which ensures the fair allocation of resources among all members of society. And the ultimate goal of such endeavours needs to be to enable such people to stand on their own.
But instead, what often happens is that governments fund the rich while maintaining poverty, as well as the 'good face' of the government as a fair ruler. Monica's observation was one among many similar cases.
Why does this happen? Is it intentional, or is it inevitable? Is government aid truly beneficial to those who are in need?
